Luca Bolognini

Presidente Istituto Italiano per la Privacy e la Valorizzazione dei Dati (IIP)

Luca Bolognini is a Supreme Court lawyer and essayist, specializing in privacy and data law. He is President of the Italian Institute for Privacy and Data Valorization. He is founding partner of the international law firm ICT Legal Consulting, with offices in Milan, Rome, Bologna, and in the Netherlands, Denmark, Croatia, Greece, Finland, Spain, France, Saudi Arabia, Nigeria, Suriname, Australia, Kenya, and a presence in over 60 countries. He is a founding shareholder of ICTLC SpA and of athe cybersecurity firm ICT Cyber Consulting Srl. He is listed in The Legal 500 Hall of Fame 2026 and was recognized as Leading Individual in Data Privacy and Data Protection, Italy, in 2020, 2021, 2022, 2023, 2024 and 2025. He is also Top Ranked by Chambers Europe 2026.

He is co-chair of the International Board of Senior Experts of the Europrivacy GDPR certification scheme. He serves as ethics advisor for European research and innovation projects. Over the past twenty years, he has published, in Italy and abroad, popular essays with Rubbettino and Corriere della Sera — including Generazione Selfie (2014), Follia Artificiale (2018), L’Arte della Privacy (2021) and Diritto Dipinto (2023) — as well as a long series of legal volumes. These include, for Giuffrè Lefebvre, the first Italian commentary on the GDPR, Il regolamento privacy europeo (2016); the extensive work Codice della disciplina privacy (first edition 2019, second edition 2024), co-edited with Pelino; and Privacy e diritto dei dati sanitari (2024), co-edited with Zipponi.

In 2023 and 2025, together with Pelino and Scialdone, he co-edited the volumes Digital Services Act e Digital Markets Act and Data Act – Regolamento europeo sui dati (Giuffrè Lefebvre). In 2024, he created the board game and video game DATA! The game, released on the European market in English, Spanish, Italian, French and German. In 2025, he launched the semi-artificial music initiative TELERO, aimed at contributing to the debate and collective reflection on future economic and social models for intellectual and artistic professions in the age of generative Artificial Intelligence.
